Not sure I understand what you're saying? RDS has shadow keys keep that in mind when installing apps that aren't designed for RDS. Also, I use Mcafee EPO that blocks executing files from temp folders. Do you have any anti-virus software that might do the same? GPO can also block files from running in temp folders.
